Agency Description:

The Conditional Release Program (CONREP) is the California Department of State Hospitals' (DSH) statewide system of community based treatment and supervision services for judicially committed individuals (PC 1026, Not Guilty by Reason of Insanity; PC 1370, Incompetent to Stand Trial; WIC 6316, Civilly Committed Mentally Disordered Sex Offender; PC 2972, Civilly Committed Mentally Disordered Offender; and PC 2962, Mentally Disordered Offender Parolees). Each county is required to have a Conditional Release Program, either a private or county provider, which is contracted with DSH to provide outpatient treatment. Gateways CONREP provides these court-mandated outpatient services to men and women between the ages 18 and 64 in Los Angeles and San Diego counties. Gateways CONREP Administration is based in Los Angeles, California, where we have approximately 95-100 of the above-mentioned individuals gradually re-integrating into the community through a level of care system. Gateways CONREP provides training and ongoing supervision to all employees based on the skills they require to achieve our mission. Resources to achieve this goal include DSH Policies and Procedures, adherence to the California Penal Code, the Gateways Los Angeles CONREP Policy and Procedure manual, and consultation with CONREP Operations in Sacramento, California. Gateways CONREP employees are also oriented to and trained to utilize Gateways Hospital and Mental Health Center policies, procedures, and resources for hospital administration, safety, fiscal management, human resources, and employment practices. Gateways CONREP utilizes an integrated system of community treatment services; active case management; treatment and rehabilitation to enhance clients’ functioning within society; ongoing clinical assessments to evaluate effectiveness of treatment; rehospitalization and revocation when indicated; and liaison with state hospitals, community agencies, and outpatient programs for continuity of care.

Agency Mission:

The Mission of Gateways CONREP is to protect the public through the reduction, if not prevention, of reoffense by specified forensic patients. Our Mission is accomplished by providing standardized, intensive outpatient mental health treatment, supervision, and assessment services to this at-risk population as they reintegrate into society.

Comments Regarding Theoretical Orientation of Staff

While much of the clinical work we do in CONREP's community outpatient treatment is integrative, drawing from theoretical orientations such as family systems, humanistic, psychodynamic, etc., many of our individuals benefit most from goal-oriented treatment with concrete interventions that assist the individual in achieving short-term goals. However, many of our individuals also have psychosocial histories riddled with abuse, trauma, neglect, violence, crime, etc., which calls for an understanding of the family dynamic, attachment issues, and unconditional positive regard. Thus, while the clinicians at Gateways CONREP tend to gravitate toward a more cognitive behavioral, cross-cultural, and bio-psychosocial approach, we certainly draw from other theoretical orientations to reap the benefits of the many different perspectives and related interventions.
